Description: This dataset presents a PRELIMINARY assessment of eligibility to register forest land in the Emissions Trading Scheme (ETS). It is aimed at helping landowners determine whether their land could be registered in the ETS, and whether it is likely to be subject to any restrictions. Based on the LUCAS dataset, it first considers whether the land was in a forest land use prior to 1 January 1990. Generally, land that was in a forest land use prior to 1 January 1990 would not be eligible to be registered as post-1989 forest land in the ETS. Because the LUCAS dataset is not perfect, users are encouraged to confirm the assessment by looking at historical pre-1990 aerial imagery (i.e., to confirm the land was not in a forest land use). Second, based on Land Use Capability (LUC) classification from the national NZLRI dataset, it considers whether the land would be subject to restrictions on the registration of exotic forest species under the ETS. Land with a LUC 1 to 6 classification is subject to such restrictions. It is important to note this assessment is based the national LUC classification. Landowners could choose to map LUC for their property at a finer scale (at their cost), which may result in a different assessment.
